General
The NJIT COVID-19 (Coronavirus) Task Force has been meeting since January to evaluate and assess the risk this health crisis poses to the NJIT community. It has worked with all aspects of the University’s leadership and operations to craft continuity of instruction and operations plans, allowing NJIT to deliver on its academic mission. The COVID-19 Task Force also has formed a rapid response sub-committee in order to assure that NJIT can be nimble in its decision-making. Several actions have been taken to date, including movement to 100% online instruction, work-from-remote where possible to enhance social distancing, and numerous other steps.
Decisions continue to be made by the senior leadership of NJIT, led by Dr. Bloom, NJIT’s president, with information and advice from the COVID-19 (Coronavirus) Task Force and Rapid Response Sub-committee.
NJIT will continue to use email as the primary form of communication to the community. All updates are posted on our COVID-19 webpage.
The NJIT Campus Wide Notification System will be used for emergency notifications as appropriate.

The NJIT campus remains operational, but we are implementing work-from-remote wherever possible. Based on the reduced campus population and to promote social distancing, some areas, such as fitness centers, the pool, locker rooms, and other gathering places, have reduced availability or are closed. In addition, Governor Murphy has ordered the closing of all university libraries and computer labs. If you need to interact with a particular office in-person, please call or email to verify the availability of staff on-site in that location before visiting.
Based on state and federal government guidelines for social distancing that call for severe limits on the number of people gathering in a physical space at any one time throughout the next several weeks, or longer, NJIT has determined that classes for the remainder of the Spring semester, including exams, will be delivered online. We will not return to in-person instruction until at least the Summer session and will be prepared to deliver Summer courses in a virtual format, if necessary.
At this time, the NJIT campus remains operational and will continue to do so as long as circumstances allow. However, the COVID-19 Rapid Response Sub-committee has announced to all senior staff members and all supervisors that any employee who has the capability to perform their duties remotely should do so until further notice and refrain from coming to the NJIT campus, except to perform tasks deemed essential and that require on-campus performance. Each senior staff member has developed procedures for staff to work remotely where possible, so staff members with questions about their individual reporting expectations and work processes should contact their direct supervisors as soon as possible.
At a time when it is our university community's strong desire to come together, it is absolutely necessary that we remain physically apart. NJIT will do two things, though, with the Class of 2020. First, NJIT will work to develop a virtual commencement on the previously scheduled dates that will be as meaningful and engaging as possible. Second, NJIT will plan to honor the Class of 2020 with an in-person Commencement ceremony at such a time as it is safe. The determination of how and when to accomplish this will be informed by the guidance provided by the COVID-19 (Coronavirus) Task Force and its advisory committee, which includes student, faculty and staff representatives from throughout our campus community.
Instruction
All classes have been moved to virtual delivery, until further notice. Students will receive communication from their professors, teaching assistants, or the Provost’s office regarding course delivery

Preparations are being made for exams to be taken virtually using proctors. For those that may not be able to access reliable, high speed internet access, the NJIT campus computing resources will remain available for this purpose.
Preparations are being made for laboratories to be conducted virtually. Additional communication will be forthcoming from the respective faculty member and/or the Provost’s office.
Student Life
Until the university resumes regular operations, the following facilities in the Campus Center will be closed: the Food Pantry, Game Room, Highlander Pub, and all student organizations offices in the basement, 1st and 4th floors. Administrative offices will remain open virtually with staff providing student support remotely; certain Gourmet Dining locations will remain open on a limited basis.
Beginning March 13th, the Food Pantry will remain closed until further notice; however, students who may be experiencing food insecurity and who are remaining on campus due to extenuating circumstances can coordinate food pick-up by emailing foodpantry@njit.edu. We are continuing to make every effort to keep our pantry stocked during this time. Additionally, community resources have been communicated to students who have utilized the pantry throughout the academic year, and can also be found on our website: www.njit.edu/foodpantry. Students may contact foodpantry@njit.edu confidentially with any questions and to coordinate food pick-up.
Effective March 11, 2020, all in-person on- and off-campus meetings, events, socials and conferences are cancelled and postponed until further notice. We encourage student organizations to meet virtually to arrange modifications for the spring semester, continue planning for the future, maintain relationships, and continue necessary operations. We also encourage organizations to consider holding virtual events as an alternative. All student organizations should continue to hold spring elections virtually through Highlander Hub in preparation for the fall semester.
The Senior Semi-Formal is postponed until further notice; the Senior Class committee will reassess the feasibility of rescheduling later in the spring semester if at all possible.

Residence Life
NJIT is requiring all students who are capable of doing so to leave campus residence until further notice. The COVID-19 Rapid Response Sub-committee is taking this step to maximize the capability of NJIT community members to engage in responsible and necessary social distancing to combat the spread and transmission of this pandemic. The only students who may be exempted from leaving campus housing are:
- International Students
- Students with housing insecurity issues
- Students with other serious and extenuating circumstances

C-CAPS and Health Services
Hearing about the COVID-19 outbreak and dealing with the changes that are occurring is stressful, and some may feel anxious. It is important to know the signs of stress and do things to relieve the stress, such as seeking accurate information, keeping things in perspective, engaging in healthy behaviors, paying attention to your reactions and allowing yourself time to reflect on your feelings and reactions and find and use practical ways to relax, such as deep breathing, meditation, hobbies, exercise, and music. Counseling and psychotherapy appointments will be conducted primarily by phone. If yu have been meeting with someone in C-CAPS , contact your C-CAPS clinician via e-mail or telephone to arrange a phone meeting.

In line with efforts for social distancing, psychotherapy groups will be temporarily suspended during this period. Group participants with questions can reach out to their group facilitator by phone or email.

International Students
As the university has decided to continue with online instruction for the remainder of the spring semester, students can return home without the concern of being called to report for face-to-face classes for the remainder of the Spring semester. As students and families make this difficult decision, we would like to remind students who decide to go home of the following:
- Make sure you have access to the technology used at NJIT for online coursework in your home country (e.g., Canvas, Gmail, Webex, etc.). Check now if you have or will need VPN access.
- Consider the difference in time zones between New Jersey and your home country. If your professor is offering a virtual class in the afternoon in New Jersey, what time will that be in your country? Will you be able to attend the class and actively participate as required?
- Check your immigration documents: When you are ready to return to the US in the fall, will you need a new visa or travel signature? If you are not sure, contact the Office of Global Initiatives (OGI) before you depart.
- If you are graduating this May and plan to apply for Optional Practical Training, you should not leave the U.S. Contact your immigration advisor at the OGI for more information.

No, your immigration status is not being impacted during this time. The government has created an exception to its own rule and allowed F-1 and J-1 students, for now, to take online classes only. In order to maintain your status, you must continue to adhere to the requirements set for your courses by your professors. When face-to-face classes are offered again, you are expected to report to the campus.
You can still contact your immigration advisor via email or phone during this time. We are also introducing online advising through Webex. If you wish to speak with your advisor through video conferencing, please email her directly to schedule a date and time.
Finance Divisions
At this time, the Finance Division has implemented a detailed business continuity plan that will insure continued business operations during the COVID-19 disruption. For the safety and well-being of our employees, we are adhering to best practice of ‘social distancing’. Thus, all employees are now working remotely, unless there is an extenuating issue that requires minimal on-campus effort. Please note that all Finance staff can be reached via their NJIT email or campus phone extension and all inquiries will be promptly addressed.

Special Final Grading Policy Provisions for Spring 2020
At this time, the NJIT campus remains operational and will continue to do so as long as circumstances allow.
Classes will take place virtually once we return from the Spring recess on March 23 and will continue in that manner until further notice.
All upcoming group events/gatherings on campus or sponsored by NJIT are canceled or postponed.
Students who had planned to participate in an upcoming study abroad trip should contact Dr. Cristiana Kunyczka, director of the Office of Global Initiatives, at kunyczka@njit.edu for more information.
After careful consideration, NJIT now will require all students who are capable of doing so to leave campus residence until further notice. The only students who may be exempted from leaving campus housing are:

Any student who believes they meet the criteria above and wishes to remain in NJIT housing must request and be granted approval by the Dean of Students and the Office of Residence Life. Students who do not have computing equipment or WiFi at home will have the option to access on-campus resources.
We understand that there are many questions regarding students being refunded for housing and dining fees during our campus migration to virtual learning. NJIT is in the process of assessing compensation for those affected and will make announcements regarding potential credits and refunds as soon as possible. NJIT is placing the health and wellness of its community members at the forefront of its decision-making process as we respond to this rapidly evolving and highly complex situation. As such, we must continue to work through many logistical issues, but resolution of those may take time and should not delay actions that have a direct impact on the health and wellness of our community members.

The Dean of Students office will continue to provide notification to your professors for military, religious, and medical reasons. Please send an email along with your attached documentation to dos@njit.edu. Documentation and request for an excuse must be submitted within 14 days of the illness. Please remember, it is at the discretion of your professor to provide an accommodation.
Aetna Members
Effective immediately, Aetna members will have access to the following resources:
Aetna will waive co-pays for all diagnostic testing related to COVID-19. This policy will cover the test kit for patients who meet CDC guidelines for testing, which can be done in any approved laboratory location. Aetna will waive the member costs associated with diagnostic testing at any authorized location for all Commercial, Medicare and Medicaid lines of business. Self-insured plan sponsors will be able to opt-out of this program at their discretion.
For the next 90 days (as of 3/6/20), Aetna will offer zero co-pay telemedicine visits for any reason. Aetna members should use telemedicine as their first line of defense in order to limit potential exposure in physician offices. Cost-sharing will be waived for all video visits through the CVS MinuteClinic app, Aetna-covered Teladoc offerings and in-network providers delivering synchronous virtual care (live video-conferencing) for all Commercial plan designs. Self-insured plan sponsors will be able to opt-out of this program at their discretion.
Through Aetna's Healing Better program, members who are diagnosed with COVID-19 will receive a care package containing CVS over-the-counter medications to help relieve symptoms. The package will also include personal and household cleaning supplies to help keep others in the home protected from potential exposure. Through existing care management programs, Aetna will proactively reach out to members most at-risk for COVID-19. Care managers will walk members through what they can do to protect themselves, where to get information on the virus, and where to go to get tested.

NJIT has created an instructional continuity plan. This plan, asks all faculty to utilize digital learning tools to ensure students are provided with uninterrupted instruction.
Instructional continuity is essential to minimize the disruption to student learning and maintain NJIT’s obligation to its mission as well as its reputation. I am confident that faculty and instructional staff share this commitment. Families First Coronavirus Response Act
Emergency Paid Sick Leave Q&A— Families First Coronavirus Response Act
EPSLA paid leave provisions became effective on April 1, 2020, and apply to leave taken between April 1, 2020 through December 31, 2020.
Full-time employees are entitled to 2 weeks or 10 days of paid sick leave up to 80 hours, subject to a daily and accumulated cap, depending upon the type of leave, as outlined in the Emergency Sick Leave Policy. Part- time employees are entitled to the number of hours equal to the average hours the employee works during a two week period. Under the Act, special rules apply to Emergency Responders.

Yes, but the maximum is 10 days regardless of how you use the time. For example, you can use 5 days for your own covid-19 related illness and another 5 days to care for a family member dealing with a covid-19 illness.
You are unable to work if one of the COVID-19 qualifying reasons set forth in the EPSLA prevents you from being able to perform your job duties, either under normal circumstances at your normal worksite or by means of telework.
If you and your supervisor agree that you will work your normally scheduled hours, but a different time of the day or night, then you are able to work and leave is not necessary unless a COVID-19 qualifying reason prevents you from working that schedule.

Diagnosed with or caring for a family member diagnosed with COVID-19:
For cases where individuals are diagnosed with COVID-19 or are caring for a family member diagnosed with COVID-19, a letter or note from a health care provider that specifically states the employee or family member’s diagnosis of COVID-19 or suspicion of exposure to COVID-19, including a start date and estimated return to work date, will satisfy the documentation requirement.
Self-Quarantine:
For cases where individuals are undergoing a period of isolation or quarantine, documentation from a local, state, or federal government agency, a medical professional, office, or hospital or proof that the employee was recently in a location where the recommendation by a governmental agency is to self-quarantine will satisfy the requirement to provide documentation.
School Closure:
For cases where individuals have to stay home with a child due to a school closure, a letter or communication from the preschool program, elementary/secondary school, child care center, or local, state or federal governmental agency will satisfy the documentation requirement. Documentation for child/children over the age of 14 should confirm that you are the only individual able to provide care for the child/children, the name of the school(s) or day care provider(s), and a statement that details the special circumstances as to why the child/children need to be cared for during daylight hours.
You must provide documentation in support of your paid sick leave as specified. NJIT reserves the right to ask for additional documentation if applicable.
The amount you are paid depends on your normal schedule as well as why you are taking leave. Please refer to our Emergency Sick Leave policy for further clarification NJIT Emergency Paid Sick Leave Policy. We have created a separate Emergency Paid Sick Leave bank for all eligible employees into which your allotted hours will be deposited. This bank will appear along with other paid time off leave banks, such as sick, vacation, and personal time. All Emergency Paid Sick Leave time will need to be accounted for through Banner web time entry by the employee (or designated timekeeper) and approved by their respective supervisor.
Yes, your health coverage will be maintained during your EPSLA, subject to your ongoing rate of contribution.
No. Paid sick leave under the EPSLA is in addition to other leave provided under Federal, State, or local law; an applicable collective bargaining agreement; or our existing sick university leave policy. Eligible employees are not required to use other paid leave banks before using sick leave under EPSLA.
All unused time by December 31, 2020 expires and does not carry over to the following calendar year.
Any time taken for EPSLA should be inputted through Banner’s web time entry system. There will be a description titled “Emergency Paid Sick Leave (covid-19)” that should be utilized.
Employee Parking
Staff and faculty parking fees are an annual parking license that is paid for through payroll deduction. These cannot be stopped intermittently to provide a credit. The fee covers the annual cost to operate parking and to cover debt service on parking facilities, which are fixed costs. This applies to vendors, contractors, and EDC tenants that may pay for parking.
NJIT Research Continuity Plan
To respond to the unprecedented challenge to the rapidly evolving COVID-19 outbreak, it is essential to minimize all on-campus research-related activities to what is absolutely essential consistent with the NJIT business continuity plan.
Research and Research Lab Guidelines and Expectations
All directors of research centers/laboratories and Principal Investigators (PIs) should immediately begin preparing for restricting on-campus research to activities only with minimal access to facilities for maintaining animals, unique reagents, and essential equipment and materials.
These restrictions will be disruptive to the scholarly activities and research productivity but are essential for the safety and health of everyone in the community. All researchers should plan to continue working on the grants and research projects remotely as much as possible and conduct meetings through WebEx and teleconferencing.
We will work together to minimize the potential disruptions and difficulties caused by the restrictions with on-campus activities and follow up with federal and other funding agencies as needed on the appropriate responses related to grant management and expectations.
All research work involving human subjects must follow the social distancing protocols and suspend any in-person interactions minimizing the study-visits to absolutely essential needs. All changes to the research protocols still need to be reviewed and approved by the IRB except for changes necessary to eliminate immediate apparent hazards including those based on the risk of exposure to COVID-19. Changes implemented to eliminate immediate apparent hazards should be promptly reported to the appropriate IRB.
The following guidelines should be strictly followed with immediate effect:
- Access to research laboratories should be limited to only essential personnel. If there are any individuals necessary to be in the lab, social distancing protocols must be fully observed. Researchers who can work remotely must do so to continue research work to the extent possible.
- PI's should immediately identify essential research experiments that are at a critical phase, meaning that abandoning them would cause a major or irreversible loss in project viability. This high priority work should be a very limited set of the current laboratory bench-based experimentation.
- PI's should also identify experiments that can be ramped down, curtailed or delayed, and accomplish that process immediately.
- No new lines of research or experiments should be initiated at this time that require active and extensive use of lab resources in person.
- Disinfection of common laboratory areas and touchpoints (e.g., doorknobs, sink handles, freezer doors, telephones) with 70% ethanol should occur at least twice daily.
- Directors of research centers, laboratories and resources must develop appropriate plans to shut down equipment following due processes in case of university closure due to the severity of the COVID-19 outbreak. All PIs must also develop plans for maintaining laboratory viability (e.g. liquid nitrogen tank filling, animal support, maintaining shared computational equipment). Notify your departmental administrator as soon as possible about any issues related to laboratory facilities.
- External visitors should not be allowed in labs at this time.
- Make sure you have access to contact information for your students, postdocs, and staff, and review contingency plans and emergency procedures within your group.

March 10, 2020 - Research Continuity Plan in the Event of a COVID-19 (Coronavirus) Outbreak

At this time, the NJIT campus remains operational and will continue to do so as long as circumstances allow. However, beginning immediately, any employee who has the capability to perform their duties remotely should do so until further notice and refrain from coming to the NJIT campus, except to perform tasks deemed essential and that require on-campus performance.
Each senior staff member has developed procedures for staff to work remotely where possible, so staff members with questions about their individual reporting expectations and work processes should contact their direct supervisors.
Also, until further notice:

Visits to campus by non-NJIT community members are being permitted only for what are deemed essential purposes (health, safety, and welfare-related). Any exception must be approved at the vice president level.

Non-essential university-sponsored travel to or participation at conferences, meetings, or other events where large groups are present is suspended. Approval for travel is required at the vice president level.

Teleconferencing should be implemented in place of in-person meetings in all possible circumstances, including for small-group internal meetings.

All upcoming group events/gatherings on campus or sponsored by NJIT are canceled or postponed.
Please note that plans will be continuously monitored, and should conditions dictate necessary changes those will be communicated and implemented.

Emergency Paid Sick Leave Q&A - Families First Coronavirus Response Act
EPSLA paid leave provisions became effective on April 1, 2020, and apply to leave taken between April 1, 2020 through December 31, 2020.
Full-time employees are entitled to 2 weeks or 10 days of paid sick leave up to 80 hours, subject to a daily and accumulated cap, depending upon the type of leave, as outlined in the Emergency Sick Leave Policy. Part- time employees are entitled to the number of hours equal to the average hours the employee works during a two week period. Under the Act, special rules apply to Emergency Responders.

Yes, but the maximum is 10 days regardless of how you use the time. For example, you can use 5 days for your own covid-19 related illness and another 5 days to care for a family member dealing with a covid-19 illness.
You are unable to work if one of the COVID-19 qualifying reasons set forth in the EPSLA prevents you from being able to perform your job duties, either under normal circumstances at your normal worksite or by means of telework.
If you and your supervisor agree that you will work your normally scheduled hours, but a different time of the day or night, then you are able to work and leave is not necessary unless a COVID-19 qualifying reason prevents you from working that schedule.

Diagnosed with or caring for a family member diagnosed with COVID-19:
For cases where individuals are diagnosed with COVID-19 or are caring for a family member diagnosed with COVID-19, a letter or note from a health care provider that specifically states the employee or family member’s diagnosis of COVID-19 or suspicion of exposure to COVID-19, including a start date and estimated return to work date, will satisfy the documentation requirement.
Self-Quarantine:
For cases where individuals are undergoing a period of isolation or quarantine, documentation from a local, state, or federal government agency, a medical professional, office, or hospital or proof that the employee was recently in a location where the recommendation by a governmental agency is to self-quarantine will satisfy the requirement to provide documentation.
School Closure:
For cases where individuals have to stay home with a child due to a school closure, a letter or communication from the preschool program, elementary/secondary school, child care center, or local, state or federal governmental agency will satisfy the documentation requirement. Documentation for child/children over the age of 14 should confirm that you are the only individual able to provide care for the child/children, the name of the school(s) or day care provider(s), and a statement that details the special circumstances as to why the child/children need to be cared for during daylight hours.
You must provide documentation in support of your paid sick leave as specified. NJIT reserves the right to ask for additional documentation if applicable.
The amount you are paid depends on your normal schedule as well as why you are taking leave. Please refer to our Emergency Sick Leave policy for further clarification NJIT Emergency Paid Sick Leave Policy. We have created a separate Emergency Paid Sick Leave bank for all eligible employees into which your allotted hours will be deposited. This bank will appear along with other paid time off leave banks, such as sick, vacation, and personal time. All Emergency Paid Sick Leave time will need to be accounted for through Banner web time entry by the employee (or designated timekeeper) and approved by their respective supervisor.
Yes, your health coverage will be maintained during your EPSLA, subject to your ongoing rate of contribution.
No. Paid sick leave under the EPSLA is in addition to other leave provided under Federal, State, or local law; an applicable collective bargaining agreement; or our existing sick university leave policy. Eligible employees are not required to use other paid leave banks before using sick leave under EPSLA.
All unused time by December 31, 2020 expires and does not carry over to the following calendar year.
Any time taken for EPSLA should be inputted through Banner’s web time entry system. There will be a description titled “Emergency Paid Sick Leave (covid-19)” that should be utilized.
Employee Parking
Staff and faculty parking fees are an annual parking license that is paid for through payroll deduction. These cannot be stopped intermittently to provide a credit. The fee covers the annual cost to operate parking and to cover debt service on parking facilities, which are fixed costs. This applies to vendors, contractors, and EDC tenants that may pay for parking.
