NJIT's Department of Transportation has announced the death July 25 of its executive director and Distinguished Research Professor Louis J. Pignataro, Ph.D.
A departmental statement mourned Pignataro as one who influenced thousands of students here and abroad. He developed interdisciplinary programs in transportation at NJIT and at CUNY and at Polytechnic Institute of Brooklyn.
At NJIT he was responsible for over 70 sponsored grants and contracts totaling millions of dollars.
"Dr. Pignataro was a genuinely sincere, strong and intelligent individual, and his presence will remain with us always," the statement said.
He was buried Friday at Holy Cross Cemetery, Brooklyn.
Active in research and education until the day he died, Pignataro earned his doctorate in technical science at Technical University, Graz, Austria in 1961. He received his M.S degree in civil engineering from Columbia University in 1954, and in 1951 was awarded his undergraduate civil engineering degree Summa Cum Laude from Polytechnic Institute of Brooklyn, N.Y.
When it comes to traffic research, Pignataro, wrote the book.
His text Traffic Engineering: Theory and Practice, published in 1973, has been used in over 65 universities in the United States and was generally considered to be the definitive text in the field when it was published. A second edition has been in the works.
Recognized as one of the nation's leading educators and researchers in transportation, Louis J. Pignataro has been the executive director of the Institute for Transportation at NJIT since its establishment in 1988. Until 1998 he also served as executive director of the National Center for Transportation and Industrial Productivity.
Prior to joining the faculty at NJIT, Pignataro was a chaired professor of transportation engineering and associate director of the Institute for Transportation Systems at the City College of New York and was formerly the head of the Department of Transportation Planning and Engineering and director of the Transportation Training and Research Center which he founded at Polytechnic Institute of New York.
Pignataro wrote extensively on to the fields of transportation, planning and engineering including some 75 papers which have been published in various periodicals and journals.
He developed many courses through the years, particularly in the areas of traffic engineering, transportation planning, and transportation economics. He was also co-author of a manuscript on transportation economics.
Pignataro has served on numerous committees of professional societies, advisory boards, and various governmental agencies and legislative bodies. He has been involved in a number of noteworthy public service activities and has personally directed about 70 research and training contracts covering a wide variety of topics.
Licensed as a professional engineer in New York, Florida and California, Pignataro was frequently recognized by his peers and the profession as evidenced by the following awards: Wilbur S. Sponsor: United States Department of Transportation, $1,157,000 first year (Commencing Oct. 1998 for six years)
The federal transportation legislation TEA-21 contains a provision for the customizing and deploying of the Transportation Economic and Land Use System (TELUS), to state DOTs and metropolitan planning organizations throughout the United States.
TELUS is a computerized system for tracking the progress of transportation projects and assessing their economic and land-use impacts and interrelationships. TELUS provides local elected officials, government personnel, and the public with a means to search for and retrieve a wealth of information on projects vital to improving the transportation network.
* New Jersey Transportation Information and Decision Engineering (TIDE) Center ( Director
Sponsor: New Jersey Commission on Science and Technology, $ 700,000 for the first year (Commencing Jan. 1999 for five years)
NJIT, Princeton University and the State University of Rutgers were awarded a multi-year award from the NJ Commission on Science and Technology for the development of the New Jersey Transportation and Decision Engineering Center (TIDE). The primary goal of this center is to develop and market technologies that will help individuals and commercial enterprises make better transportation-related decisions. The TIDE center will collaborate with the private industries in New Jersey for the commercialization of the research products and establish a viable traveler information industry in New Jersey. In addition, TIDE will establish working relationships with public agencies for the enhancement of their traveler information services.
The Center's research activities will involve both graduate and undergraduate students in a variety of departments at the three universities.
* Performance Measure Testing and Impact of Public Infrastructure Investment ( Co-Investigator
Sponsor: Economic Development Administration, U.S. Department of Commerce, $684,000 (Oct. 1996-March 1998) The objectives of this research project were to evaluate performance measures criteria for public works and defense adjustment projects and to develop a model to determine the economic impact of federal infrastructure investments.
* National Center for Transportation and Industrial Productivity (NCTIP) ( Program Director (PI) (for the period October 1992 through October 1998)
On October 1, 1992, NJIT was designated by the U.S. Congress in its ISTEA Legislation as the NCTIP. The Center was funded for the life of ISTEA at $1,000,000 annually which was required to be matched by $1,000,000 of non-federal funds.
* Intelligent Transportation Systems (ITS) Program ( Program Director.) This program was initiated in September, 1992 by a $1,000,000 Cooperative Agreement by the Federal Highway Administration (FHWA) of the USDOT to conduct research in Enhancing Development of Intelligent Vehicle Highway Technologies.This program continued to be funded by the Federal Transit Administration, FHWA Region 1 and 3, New Jersey DOT, TRANSCOM, AT&T.
* NJDOT Basic Agreement ( Program Director (for five year period ending in 1998)NJDOT provides $250,000 annually to support a variety of research projects.
* Pipeline Safety Research ( Program Director (PI)
This activity was initiated in October 1994 by the Research and Special Programs Administration of the US DOT with a two year study for $464,000.
The objective of this research project were to evaluate and develop criteria for the siting of gas and hazardous liquid transmission pipeline in proximity to the public in urban areas and in sensitive environments. The intent was to optimize safety from a cost-effective viewpoint.
