Subject: July 30 Town Hall Meeting on Impact on Personnel Expenditures of FY10 Appropriations Act

On July 16, 2009, the Board of Trustees approved the overall FY10 budget and established the schedule of tuition and fees. A budget summary can be found at:
Built into the FY 10 budget approved by the Board is the requirement in the State Appropriations Act that we:
“achieve personnel related cost savings through wage freezes, furloughs, or other actions that provide savings equivalent to Fiscal Year 2010 savings that the negotiated self-directed furlough program for civilian State employees will achieve.”
Details of identifying the required reductions in personnel expenses to comply with the law must now be developed. If we do not develop and implement a plan acceptable to the State there would be a $2.2 million reduction in the FY 10 State support levied against us as a penalty.
Past budgetary challenges have been met in a variety of ways because we have had substantial flexibility to address them. The current challenge however is different in that we must work within the constraints of the Appropriations Language and specifically institute personnel cost reductions. As in the past, with your cooperation and sacrifice, I am confident we can develop a solution that meets the State’s requirements but limits the impact on individuals to the extent possible.
