The NJ Brownfields Assistance Center @NJIT team consists of planners, environmental professionals, engineers. We provide a multi-disciplinary approach to solving brownfield issues in the State of New Jersey.
Colette is an Environmental Planner, Civil Engineer, and Social Scientist with over 35 years of environmental, infrastructure, and land use planning experience. She has extensive experience and expertise in the planning and design of sustainable and resilient properties, communities, and civil infrastructure systems. Her experience also includes designing and conducting educational forums for elected officials, government staff, nonprofits, communities, and students on various urban, transportation, environmental, brownfield, and creative placemaking topics. Colette has a proven record of exceptional program and project management experience, having created, implemented, and managed multi-million dollar projects and programs, and has led multidisciplinary project teams of planners, engineers, scientists, economists, cultural resource experts, and architects. She created and is the Executive Director of NJIT’s Technical Assistance to Brownfields Communities Program, a multimillion-dollar program that has assisted hundreds of communities in the United States overcome their brownfields challenges.
As the Executive Director of the NJ Brownfields Assistance Center @ NJIT Colette develops collaborations and partnerships of diverse groups of stakeholders; provides one-on-one technical assistance to NJ counties and municipalities; helps communities create visions for the redevelopment of their brownfield sites; develops individualized roadmaps and strategies to guide NJ county and municipalities through the brownfields redevelopment processes; and, conducts educational forums on brownfields and brownfield-related topics.
Colette earned a PhD in Urban Systems, a MS in Civil Engineering, and a BS in Environmental Planning and Design.

Sean Vroom
Director, NJ Brownfields Assistance Center @ NJIT
Sean has over 25 years of professional experience in the environmental and transportation fields for both the public and private sectors. He currently serves as Director of the New Jersey Brownfield Assistance Center at the New Jersey Institute of Technology where he is responsible for providing technical assistance to local, state, and regional governments; pursuing brownfield cleanup and reuse throughout the state of New Jersey. Sean has conducted research and assisted in the creation of tools that assist regional and local governments to plan and develop sustainable and resilient communities. He also has extensive experience in the areas of project concept development, site assessments, environmental planning and permitting, federal and state environmental and laws and regulations, Federal and state funding, brownfields, and community outreach.
