Jessica Miller Named Executive Director of Center for Community Systems
Miller will also lead the NJIT TAB program that provides technical assistance to Regions 2 & 4.
Newark, NJ — June 18, 2025 — The NJIT Center for Community Systems (CCS), housed within the Hillier College of Architecture and Design, proudly announces the appointment of Dr. Jessica Miller as its new Executive Director. With more than 20 years of experience in environmental planning, community engagement, and spatial research, Dr. Miller steps into the role with a dynamic and inclusive approach to advancing CCS’s mission and supporting communities across US Environmental Protection Agency (EPA) Regions 2 and 4.
Dr. Miller holds a PhD in Earth and Environmental Sciences (focus on Geography) from The Graduate Center at the City University of New York. She previously served as Director at Kearns & West, where her role included environmental policy, conflict mediation and engagement work on projects involving renewable energy, land and marine conservation, geospatial resources and environmentally focused technological innovations. Her academic experience includes roles at Montclair State and Temple University. These experiences will further deepen and expand CCS’s technical assistance and outreach capabilities.

Known for her creativity and energy—she’s an avid hiker, crafter, and gourmet ice cream maker—Dr. Miller brings not only technical expertise but a personal warmth that resonates deeply with the CCS culture. She is already engaging with the CCS team and community partners, with an immediate focus on assessing CCS’s current strengths and opportunities:

Dr. Miller also emphasizes inclusive practices, drawing on her experience in tribal engagement and organizational development: “We all need to practice listening. Making sure people feel heard—especially those who have been historically left out of the planning process—is critical. This takes focus, cultural awareness, and humility.”
Dr. Miller steps into the executive director role as CCS begins a new era of leadership. The Center extends sincere thanks to Sean Vroom, who recently concluded his tenure after nearly 30 years with NJIT, including the past year as Interim Executive Director. His leadership helped shape CCS into a nationally recognized resource in community planning and brownfield redevelopment.

NJIT Center for Community Systems also recognizes Dr. Colette Santasieri, whose early leadership alongside Sean led to the creation of the NJIT TAB program. Her vision helped establish a culture of service, innovation and community-first thinking that continues to guide CCS today.
As CCS continues to lead the Technical Assistance to Brownfield Communities (TAB) program for EPA Regions 2 and 4, Dr. Miller’s appointment marks an exciting new chapter—rooted in collaboration, innovation, and community resilience.
