PROCEDURES:
1. Meetings of the Board of Trustees are conducted in accordance with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., which provides for public notice of Board meetings and allows the public to attend and observe the public session of the Board meetings.
2. While public participation at Board of Trustees meetings is not required under the Open Public Meetings Act, the Board provides for public participation with respect to items of university business in accordance with the following procedures.
- The Agenda for each meeting is prepared by the President, in consultation with the Chair of the Board. This agenda will be available in the Office of the Secretary to the Board a reasonable time before the meeting, normally not less than five (5) business days before the meeting.
- Individuals who wish to speak shall sign up prior to the meeting with the Secretary of the Board. During the public session, the Board shall provide for an opportunity for those individuals to address the Board. There will be a time limit of three (3) minutes per speaker, with a maximum of five (5) speakers per meeting, due to time constraints. Time limits may be revised at the discretion of the Chair.
- Individuals who engage in disruptive activities at the meeting may be required to leave the meeting room and may be subject to appropriate sanctions in accordance with university policy.
